Subject: Recommendations of the Committee of Experts on Disciplinary & Vigilance Inquiries (Hota Committee) – Para 35 of the Committee’s Report on conduct of hearings on a day to day basis – Acceptance by Government – reg.


The undersigned is directed to say that the Government had appointed a Committee of Experts to review the procedure for Disciplinary/Vigilance Inquiries and recommend measures for their expeditious disposal. The Committee comprised the following:

(i) Shri P.C. Hota, Former Chairman, UPSC ——- Chairman
(ii) Shri Arvind Varma, Former Secretary, DoPT –—– Member
(iii) Shri P. Shankar, former CVC –—– Member.

2. The Expert Committee has, in para 35 of its Report, recommended that “as far as practicable, an Inquiry Officer should conduct the hearing on a day-to-day basis to complete the Inquiry expeditiously. Each Inquiry Officer should be required to maintain an order sheet to record proceedings of the inquiry on the day of Inquiry and other relevant matters. if the Inquiry cannot be conducted on a day-to-day basis, the Inquiry Officer should record in the order sheet the reasons why the Inquiry could not be held on a day-to-day basis.”

3. The aforesaid recommendation of the Hota Committee has been considered by a Committee of Secretaries (CoS) under the chairmanship of Cabinet Secretary and, as recommended by the CoS, the recommendation has been accepted by the Government.

4. Accordingly, it has been decided that once a regular hearing in a departmental proceeding is started, such bearing should, as far as practicable, be continued on a day to day basis, unless in the opinion of the IO, for the reasons to be recorded in writing, an adjournment is unavoidable in the interest of justice.

5. The above decision of the Government is brought to the notice of all Ministries/Departments for strict compliance.

Microsoft Windows 8.1: Pluses and Minuses

NEW YORK: I doubt I was alone in rolling my eyes when I first used Windows 8 a year ago. I found its touch controls and gestures awkward, and I was troubled by how little its primary, tile-based interface could do on its own.

For many basic tasks, I had to return to the system's traditional desktop mode, the one that resembles older versions of Windows. It felt as though I was working on two different computers at once.

Since then, I've warmed up to many of those touch controls and gestures, such that I've even tried to use them absentmindedly out of habit on my touch-less MacBook laptop. And the free Windows 8.1 update released addresses many of my remaining gripes.

Windows is still far from perfect. It continues to come across as a work in progress. But Windows 8.1 shows Microsoft is listening. People who already have Windows 8 will find digital life more pleasant with the update.

What was so bad about Windows 8's tile mode previously?

I could open only 10 webpages at a time in Internet Explorer and pages would automatically close once I had hit the limit, without any prompts or choice of which one. With Windows 8.1, there's no limit.

The browser in Windows 8 didn't let me view more than one webpage at once. Sure, I could open 10 tabs, but I could see only one at a time. I couldn't leave a news site or Facebook open on one side of Window's new split screen for multitasking while I checked Gmail on another. With Windows 8.1, I can open a "new window" rather than a "new tab" using a right click to have a second page visible.

That limitation also applied to Window 8's Mail app. With Windows 8.1, I can now have two messages open at once. And if I click on an attachment, it opens to the side rather than replace what I'm reading. The Mail app's layout adjusts to fit into the remaining space.

I could access some computer settings from the tile-based interface, but Windows 8 sent me to the desktop for many others, including changing the display screen's resolution and controlling how quickly energy-saving measures kicked in. Now I can adjust that and more from the tile-based interface in Windows 8.1, though I still can't check the specific percentage of battery life I have left without going to the desktop.

Beyond fixes, Windows 8.1 offers these improvements:
*Universal search. With one search command, I can access files stored on my computer along with web content on the internet. Type in "Shakira," for instance, and I'm invited to hear her songs through Xbox Music or watch her videos on YouTube. I also get links to her biography, official website and Wikipedia entry. Type in "Toronto" and a map, suggested attractions and the current weather there will pop up. In both cases, I am also shown documents on my computer with those words in the text.

*New features. I can diagnose my medical condition by tapping on a body part on the screen and checking off symptoms. I can also keep track of my workouts, recipes and shopping lists. Another feature lets me save content from webpages and apps to read later offline.

*Customization. I can rearrange tiles and rename groups of apps more easily. With one swipe up from the home screen, I can see all my apps and arrange them by name, category, installation date or frequency of use.

*Old habits. I can set the computer to always boot up in the desktop mode, allowing me to minimize my interaction with the tile-based interface. That said, this seems like cheating, an admission that the tile mode isn't working, when Microsoft is banking its future on it.

That gets me to the things Windows 8.1 doesn't fix:

*It still feels like two separate computers at times. Each mode has its own Internet Explorer browser. Pages I have open in one won't automatically appear in the other. Many programs, including Microsoft's Office, work only in desktop. I can customize the background images so both modes match, but that's cosmetic.

*Although Windows 8.1 lets me adjust how much screen space each visible app takes, that slider only moves left to right. So with three or four apps open, all of the apps are vertical. That's awkward for video and word processing. And while Windows 8.1 doubles to four the number of apps I can have side by side, it was unlimited before Windows 8.

*There's no easy way to open apps without going to the full-page start screen. Before Windows 8, there was a Start button on the lower left corner to do that. The Start button has been restored in Windows 8.1, but its functionality has not. So if I have video playing, it stops as I switch from app to app or do one of those universal searches.

*The touch controls can still be confounding. Windows 8.1 comes with new gesture controls, such as the ability to accept word suggestions as you type by swiping and tapping the spacebar. Too often, I simply add unneeded spaces instead.

Microsoft's tile and touch approach will take time to get used to, even with Windows 8.1. That approach works fine on phones and tablets, but not necessarily on desktops and laptops.

I know change is inevitable. I eventually embraced Apple's Mac OS X, introduced in 2001, after more than a decade of growing up on what became known as Classic. But it took me until 2006 to fully switch. It's been only a year with the new Windows. I'm not ready to cede my Windows 7and Mac computers quite yet.

If you're buying a new Windows computer or already have Windows 8, your choices are limited. In that case, you might as well accept Windows 8.1, which is far better than Windows 8.

1. Changes in Investment Guidelines for the Government Sector

The following changes in the investment guidelines have been made :-

1.1 Debt securities selected for Investments should have a minimum residual maturity period of  three years from the date of investment by the Pension Fund.

1.2 Debt securities must have an investment grade rating from at least two credit rating agencies.  Apart from ratings by agencies. PF shall undertake their own due diligence for assessment of risks associated with the securities before investments.

1.3 Credit Default Swaps (CDS) on Corporate Bonds are eligible derivative instruments.

1.4 Rated asset backed securities (ABS) are eligible securities for investments provided they have a residual maturity of not less than three years and have an investment grade rating from at least two rating agencies.

2. Guidelines for Private Sector — Corporate CG and NPS lite
Please note that both Corporate CG and NPS Lite Schemes follow the Government pattern of investment and hence investment guidelines as applicable to the Government sector and any subsequent amendments to investment guidelines of Government sector will also be applicable to Corporate CG and NPS lite Schemes. Investment guidelines, and any subsequent changes thereto as applicable to the Government sector, therefore should be adopted simultaneously for Corporate CG and NPS Lite Scheme.

Reference is invited to Circular No.08/2012 dated 05.10.2012 whereby the rates of deduction of income-tax from the payment of income under the head "Salaries" under Section 192 of the Income-tax Act, 1961(hereinafter ‘the Act’), during the financial year 2012-2013, were intimated. The present Circular contains the rates of deduction of income-tax from the payment of income chargeable under the head "Salaries" during the financial year 2013-2014 and explains certain related provisions of the Act and Income-tax Rules, 1962 (hereinafter the Rules). 2. RATES OF INCOME-TAX AS PER FINANCE ACT, 2013:

As per the Finance Act, 2013, income-tax is required to be deducted under Section 192 of the Actfrom income chargeable under the head "Salaries" for the financial year 2013-14 (i.e. AssessmentYear 2014-15) at the following rates:

2.2 Surcharge on Income tax:
The amount of income-tax shall be increased by a surcharge @10% of the Income-tax on payments to an individual taxpayer, if the total income of the individual exceeds Rs 1 crore during FY 2013-14 (AY 2014-15). However the amount of Surcharge shall not exceed the amount by which the individual’s total income exceeds Rs 1 crore and if surcharge so arrived at, exceeds such amount (assessee’s total income minus one crore) then it will be restricted to the amount of total incomeminus Rupees one crore.

2.3.1 Education Cess on Income tax:
The amount of income-tax including the surcharge if any, shall be increased by Education Cess on Income Tax at the rate of two percent of the income-tax.

2.3.2 Secondary and Higher Education Cess on Income-tax:

An additional cess is chargeable at the rate of one percent of income-tax including the surcharge if any, but not including the Education Cess on income tax as in 2.3.1.

Q 1. Who is eligible for enrolment as a Voter?
Ans.   (a) Every Citizen Who is 18 years old on the qualifying date( 1st January of the concerned year, unless disqualified is eligible to be enrolled)
             (b) Enrolment only at ordinary place of residence.
             (c) Enrolment only at one place.
             (d) Overseas Indian deemed to be ordinarily resident at address given in passport.
             (e) Service Voters deemed to be ordinarily resident at their home address.  
           
Q.2   Who is disqualified to become voter?
Ans.  Only persons who are of unsound mind and have been declared so by a competent court or disqualified due to ‘Corrupt Practices’ or offences relating to elections are not entitled to be registered in the electoral rolls.
Q 3.  Which is the relevant date for determining the age qualification of 18 years? ?
Ans.  According to Section 14 (b) of the R. P. Act, 1950, the qualifying date means the first day of January of the year in which the electoral roll is prepared or revised.
Q 4.  Suppose you have completed 18 years of age today. Can you get yourself registered as voter.?
Ans:  No . You can get yourself registered as Voter only on Ist January or thereafter of the year in which the electoral roll is prepared or revised.
Q 5.  What proof of residence do I need to show to get enrolled as a voter.?
Ans:  You can show any  proof of residence like Passport, Bank Pass Book, Driving license etc. or any Govt. document to facilitate the work of registration.
Q 6.  Can a non –Citizen of India become a voter.?
Ans: . No . A person who is not a citizen of India cannot be registered as a voter. Article 326 of the Constitution read with Sec. 16 of R. P. Act, 1950 clarify the point.
Q 7.  Can a non resident Indian Citizen become a voter.?
Ans. Yes, according to the provisions of the Representation of the People (Amendment) Act, 2010, a person who is a citizen of India and who has not acquired the citizenship of any other country and is otherwise eligible to be registered as a voter and who is absenting from his place of ordinary residence in India owing to his employment, education or otherwise is eligible to be registered as  a voter in the constituency in which his place of residence in India as mentioned in his passport is located.
Q 8. If I am working and living in Delhi , Can I be a voter in my native village.?
Ans. No . If you are working in Delhi and residing there, you are an ordinary resident of Delhi in terms of Sec 19 (b). Therefore you can be enrolled at Delhi only and not in your native village.
Q 9. Can one be enrolled at more than one place.?
Ans. No . A person cannot be enrolled as a voter in more than one place in the same constituency or in more than one constituency in view of the provisions contained under Sec. 17 and 18 of R. P. Act, 1950.
Q 10. How Can I enrol/ register as a new voter  and  get Voter ID Card ? What are various modes available to an eligible voter for an enrolment.?
Ans. You have to submit a filled in Form - 6  and submit it to the Electoral Registration Officer (ERO) of the Assembly Constituency and your name will be included in the electoral roll as a voter. There are various ways to submit Form-6. These are as follows:
1. Online Application:
Step 1. Log on to www.eci.nic.in or www.ceodelhi.gov.in, or respective states Chief Electoral Officer (CEOs)  websites where new voter ordinarily resides . Click on tab “ Online Voter Registration”
Step 2. Sign up to obtain a user name and password.
Step 3. Upload one passport size colour photo in the space mentioned. (mandatory)
Step 4. Upload the proof of residence and age (optional). In case you are unable to upload, the Booth Level Officer (BLO) may also collect the documents from your house.
2. By Post:
Step 1. Download Form-6 from  www.eci.nic.in or respective states CEOs websites. Fill it and attach documents.
Step 2. Post it to the voter’s centre of your constituency.
3. Deliver By Hand :
STEP 1. Download Form-6 from  www.eci.nic.in or respective states CEOs websites.     Fill it and attach necessary documents.
STEP 2. Give the completed form to the Voters Registration Centre of your constituency or to the BLO.
Q 11.  How I can get correction in names / other details that have been misspelt in the Electoral Roll or Voter ID Card.?
Ans. Such mistakes are usually in respect of age, spelling of name and address etc.
(a) Please fill in Form-8 along with proof of the correct information. For example, for getting age corrected, please attach proof of age such as School Board Examination Result Certificate. For proving correct residence, please give proof of residence etc.
(b) In case the mistake has been due to an error on the part of the Election Officials then the correction will be made free of cost. In case you are responsible for the mistake in the first place such as by entering incorrect information, then you need to pay Rs.25/- in cash at your voter’s registration centre for receiving the corrected Voter Identity Card (EPIC). Please remember to take the receipt for the amount paid by you.
Q 12.  How can an Non –resident Indian citizen get registered / enrolled as Voter.?
Ans.  He/she has to file the application for the purpose in prescribed Form 6A before the Electoral Registration Officer (ERO) of the constituency within which the place of ordinary residence of the applicant in India as given in his/her valid passport falls. The application can be presented in perform before the ERO or sent by post addressed to the ERO concerned. If the application is sent by post it must be accompanied by duly self attested copy of the passport and all relevant documents mentioned in Form 6A.
Q 13. How Can You  check your name in electoral roll.?
Ans.    Go to the Home page of website  of the respective State CEOs and click on tab  “Check your Name in the Voter’s list” OR use SMS facility for checking your details Type EPIC<SPACE>Voter ID No and sent to 9211728082
 Q 14. How Can You find status of your application for enrolment. ?
Ans.  Go to the Home page of website of the respective State CEOs and click on tab “Know the Status of Your application for enrolment.”.
Q15.  I have shifted my residence recently. I have Photo EPIC Card with the old address. Can I get new EPIC Card for the present address?
Ans. In case you are already enrolled as a voter and have shifted your address, then the procedure to be followed to enrol you at your new address will depend on whether you are residing in the same Assembly Constituency or your new residence is in a new Assembly Constituency.

a) In case your new residence is in a different Assembly Constituency then you have to fill in Form 6. For this you can either fill it Online or give it personally or by post. For the procedure involved, please look at Answer to Question No. 10 above.

The only document that you are required to submit is the proof of your new residence such as electricity bill etc. No other document is required to be submitted by you.

b) In case your new residence is in the same Assembly Constituency then you have to fill Form 8A.

The only document that you are required to attach is proof of your new residence such as electricity bill etc. You are not required to submit any other document.
Q 16.    I have recently got married. How can I get my wife enrolled at my address?
Ans. This will depend on the following:-
(a) If your wife is a voter for the first time then she will have to fill in Form-6 for enrolment as a new voter.
(b) In case your wife is already a voter but not in the same Assembly Constituency (such as enrolled in some other Assembly Constituency of Delhi, or anywhere else in India), then she will need to fill in Form-6 for change of residence.
(c) If she is a voter in the same Assembly Constituency as you but needs only to change her address then, in such case she needs to fill in Form-8A for change of residence within the same Assembly Constituency.
(d) As proof of residence she can submit a copy of her marriage certificate or copy of the marriage invitation card.
Q 17.  What are the various forms useful for registration as voter/correction/change in address etc and from where these forms can be obtained?
Ans:   Forms  are available on the website of the Election Commission of India www.eci.nic.in or respective states CEOs  websites. The various Forms useful for registration are as follows.
 For new voter fill application in Form 6 .
Overseas voters may file application in Form 6 A.
If you want a vote deleted, you can file an objection in Form 7.
For any correction in voter list or voter card fill application Form 8.
If you have changed your address within the constituency, please file your application in Form 8A.
Form can be submitted to District Election Office, Electoral Registration Officer or Booth Level Officer of your area.
Q 18 . I have lost my old EPIC Card. How can I get a new EPIC Card?
Ans. You can deposit a copy of the FIR lodged at the Police Station. You will get a new EPIC Card after deposit of Rs. 25 with ERO/AERO of your area. The dates for issuing EPIC Cards are published in leading Newspapers.
Q 19 . Who is responsible for the preparation of electoral rolls for a Parliamentary or Assembly Constituency.?
Ans. The Electoral Registration Officer (ERO). In the case of Delhi, these are the area Sub-Divisional Magistrates/Additional District Magistates. The Electoral Registration officer is responsible for the preparation of electoral rolls for an Assembly Constituency which itself is the roll for the Parliamentary Constituency in so far as that Assembly Segment is concerned.
Q. 20. How to get information about Polling stations, Electoral Rolls, Election officer’s names and contact phone numbers on maps on ECI Website.?
 Ans:  Election Commission of India (ECI) in its constant endeavour to provide information and services to citizens in a hassle free manner has started a new service on website of the Commission – www.eci.nic.in.
  Click  on ECI website a tab named “ information linked to polling station map” provided on the left –side panel.
Select the State and District / Assembly Constituency / Polling Station.
Click on “ Click Here” button.
After viewing a specific polling station pin/ a balloon on the map.
Click on the balloon/pin to view names and contact nos of CEOs, DEOs, EROs and BLOs.
A link is also provided to view electoral roll in pdf formats provided by the States.

The Scheme: The scheme provides for Mediclaim Insurance cover, which is available to all account holders maintaining a S.B. or C.D account in the age group of 18-65 years. The scheme is available to NRI customers also. However, the cover is available for treatment in hospitals in India. The Mediclaim Insurance cover is provided by Universal Sompo General Insurance Company Ltd(USGI). 

The Scheme takes care of the hospitalization expenses, subject to maximum Sum Insured, in respect of the following eventualities:

  1. Sudden illness
  2. An accident
  3. Any surgery that is required in respect of any disease.
Salient Features:
  • The health insurance cover is available for a very low premium, which is far below the normal premium if the policy is taken individually by the account holder, directly from Insurance company.
  • Entire family of account holder, spouse and two dependent children are covered under Floater policy. Even parents of account holder are covered for additional premium.
  • Coverage option from Rs.50,000 to Rs.5.00 lakh is available.
  • Upper age limit for entry is up to 65 years. However, renewals are allowed up to 80 years. Age limit of dependant children - For male up to 21 years; For female up to 25 years or till their marriage whichever is earlier.
  • Preexisting diseases are not covered. However, the preexisting disease is covered in case of three continuous claim free years. 
  • Ambulance charges up to Rs.1,000 is reimbursable per policy period.
  • Cost of health check up allowed @ 1.00% of sum assured after completion of 3 continuous claim free years of policy.
  • In the case of Hospitalisation of children below 12 years a lump sum amount of Rs.1,000 as out of pocket expenses to any of the parent is payable per policy period.
  • Maternity benefit and baby care expenses are also reimbursed up to 5% of sum insured.
  • Treatment of NRIs in Indian Hospitals is allowed.
  • Treatment in hospitals in Nepal and Bhutan are also covered in Indian Currency.
  • Personal Accident death cover is available for additional premium.
  • Income tax benefit is available under section 80D for the premium paid.
  • Cash less access to networked hospitals is available through Third Party Administrator (TPA).
  • In case of death in hospital, funeral expenses are reimbursed up to Rs.1000 over and above the sum insured subject to original illness/accident claim admitted under the policy.
What are the exclusions in the policy :
  • The policy does not cover preexisting disease. However, the preexisting disease is covered in case of three continuous claim free years.
  • Hospitalisation expenses incurred in the first 30 days from the date of commencement of the cover except in the case of death due to accident.
  • Domiciliary hospitalisation is not covered under the policy.
  • Other standard exclusions applicable to mediclaim policy will also apply.
How can one become a member: The procedure to become a member of the scheme is very simple. There is no medical examination. All that the account holder requires to do is fill up and sign a proposal form which includes declaration of good health. 
How the premium is to be paid : The premium will be debited to the S.B. or C.D. account as per the authorisation given in the proposal form.
What is the period for which the insurance is available and how it is renewed : The insurance cover is available for a period of one year from the date of debit of the premium. Renewals are to be done on yearly basis on or before the due date.
What are the documents given in proof of insurance:  The account holder will be issued with a copy of the proposal form duly acknowledged by the branch for having debited the premium amount to the account. After receipt of the proposal form by the Insurance company and TPA, a policy will be issued by Insurance company and ID card will be issued by TPA.
How to make a claim in case of hospitalisation:  Cash less treatment can be availed at networked hospitals by showing the ID card issued by TPA along with the necessary ID proof as prescribed by the Insurance company and copies of valid insurance policiesand in case for any reason cashless service could not be availed, the insured can meet the hospital expenses and claim reimbursement from Universal Sompo General Insurance Company Limited(USGI).

MUMBAI: Governments across the world need to support reforms in postal services, stated senior officials of the United Nations who expressed concern about the survival of physical post offices at a time when technology is rapidly revolutionalising channels of communication.

There are an estimated 600,000 postal offices across the world and the sector is among the world’s biggest employers with more than 5 million staffers employed across the globe. While physical letters generate about half of post’s revenues as per UN estimates, post offices like in India have been forced to diversify into areas such as e-commerce and financial services to sustain.

Li-Fi to replace Wi-Fi in China?

BEIJING: Chinese scientists have successfully developed a new cheaper way of getting connected to internet by using signals sent through light bulbs instead of radio frequencies as in Wi-Fi, a move expected to radically change process of online connectivity. 

Four computers can be connected to internet through one- watt LED bulb using light as a carrier instead of traditional radio frequencies, as in Wi-Fi, said Chi Nan, an information technology professor with Shanghai's Fudan University. 

Under the new discovery dubbed as 'Li-Fi', a light bulb with embedded microchips can produce data rates as fast as 150 megabits per second, which is speedier than the average broadband connection in China, said Chi, who leads a Li-Fi research team including scientists from the Shanghai Institute of Technical Physics of the Chinese Academy of Sciences. 

The term Li-Fi was coined by Harald Haas from the University of Edinburgh in the UK and refers to a type of visible light communication technology that delivers a networked, mobile, high-speed communication solution in a similar manner as Wi-Fi. 

With Li-Fi cost-effective as well as efficient, netizens should be excited to view 10 sample Li-Fi kits that will be on display at the China International Industry Fair that will kick off on November 5 in Shanghai. 

The current wireless signal transmission equipment is expensive and low in efficiency, Chi said. 

"As for cell phones, millions of base stations have been established around the world to strengthen the signal but most of the energy is consumed on their cooling systems," she said. 

"The energy utilisation rate is only 5 per cent," state-run Xinhua news agency quoted her as saying. 

Li-Fi was touted as a boon to China netizen community, the highest in the world with about 600 million connections. 

Compared with base stations, the number of light bulbs that can be used is practically limitless. 

Meanwhile, Chinese people are replacing the old-fashioned incandescent bulbs with LED light bulbs at a fast pace. 

"Wherever there is an LED light bulb, there is an internet signal. Turn off the light and there is no signal," Chi said. 

However, there is still a long way to go to make Li-Fi a commercial success. 

"If the light is blocked, then the signal will be cut off," Chi said. 

More importantly, according to the scientist, the development of a series of key related pieces of technology, including light communication controls as well as microchip design and manufacturing, is still in an experimental period.
