Microsoft launches Xbox Music on Web for free


zMicrosoft is making its Xbox Music streaming service available for free on the Web even to those who don’t use Windows 8.

The expansion beyond Windows 8 devices and Xbox game consoles starting on Monday is intended to bring new customers into the software giant’s ecosystem of devices and services and could help it compete with other digital music offerings like Pandora, Spotify and iTunes. It’s also an acknowledgement that the music service hasn’t done much to drive sales of the Windows 8 operating system.

The move represents another step toward Microsoft’s goal of becoming a company that sells devices and services, rather than primarily software, said Michael Turits, an analyst with financial advisory firm Raymond James. It comes on the heels of Microsoft announcing it would buy the mobile phone handset manufacturing business of Nokia Corp. for $7.2 billion and that CEO Steve Ballmer would step down within 12 months.
“They’ve said they’re going to be a devices and services company. We know they want to be a device company since they’re buying the Nokia phone division,” he said. “This kind of thing gives more credibility to the idea they’ll be more of a services company as well.”
Most buyers of the new Windows 8 operating system discovered Xbox Music because it’s the default player for music files that people have imported from elsewhere, according to Xbox Music general manager Jerry Johnson. Opening it up to the broader public would give more people a chance to see the benefits of having multiple devices linked to Microsoft’s platform. Its music service, for example, will save favorites and playlists across PCs, Windows Phones and Xbox game consoles.
“To actually build that ecosystem, we need to bring people into it,” Johnson said.
Xbox Music allows people to choose from 30 million tracks and stream them for free with ads. The service sells downloadable tracks that have been kept off streaming services by artists or labels. A radio service on Xbox Music also generates song playlists automatically along genres or similar artists.
The thinking is if new consumers enjoy the free experience online, some might upgrade to pay $10 a month for the Xbox Music Pass, which allows playback on mobile phones and Microsoft’s game console, Xbox 360, and its upcoming version, Xbox One. Microsoft is also launching apps for iPhones and Android devices that will allow paying subscribers to access Xbox Music. Previously, you had to have a device running the Windows Phone 8 operating system to access the plan on the go.
The decision to allow Xbox Music to run on competitors’ phone platforms is in line with Redmond, Washington-based Microsoft Corp.’s move in June to release app versions of its Office software on Apple’s iPhone.
Microsoft is also updating its Xbox Music interface by reducing the size of cover art but adding tabs to make it easier to create and manage playlists.
Starting with its release on Nov. 22, Xbox One users will also, for the first time, be able to play games while listening to Xbox Music simultaneously, a feature that isn’t offered on the Xbox 360.

Identification of Pensioners Associations under the Pensioners' Portal - A Mission Mode Project under NeGP.

A Mission Mode Project Pensioners' Portal, under NeGP entrusted to Department of P&PW aims at the welfare of Central Civil Pensioners across the country. Its specific objective is to facilitate redressal of Pensioners grievances and provide detailed information, guidance etc. on pension and other retirement related matters through various stake holders. The project envisages inter-alia association of registered Pensioners Associations of Central Government Employees and other welfare organizations in the implementation process.

Under the above project this Department has already identified 30 Pensioners Associations on the basis of the following criteria. These Associations are given one time hardware/software and Grant-in-Aid up to Rs.75,000/- per annum to participate in the implementation of the scheme to defray expenses on certain approved components such as telephone/internet connection, stationary etc.

This Department now intends to identify about 20 more Pensioners Associations in a phased manner i.e. 10 Pensioners Associations during 2013-14 and further 10 Pensioners Associations during 2014-15 from various States. Preference will however be given to Central Government Pensioners Associations from the unrepresented States, which are Himachal Pradesh, Goa, North Eastern State (except Assam) and Union Territories, looking after the welfare of Civil/Railways/Defence pensioners. The Central Government Pensioners Associations desirous of getting identified under the Pensioners Portal may send their details as indicated below along with copies of relevant documents with reference to above criteria along with a write up on their vision/ plan to work towards welfare of Central Government Pensioners to Department of Pension and Pensioners Welfare at the address given above within 30 days from date of publication of advertisement in newspapers. Ce­­n­tral Administrative Tri­bunal relief on Pension for 16 In­di­ra Gandhi Centre for Ato­mic Research Employees


zChennai: The Madras bench of the Ce­­n­tral Administrative Tri­bunal has directed the In­di­ra Gandhi Centre for Ato­mic Research (IGCAR), Kal­pakkam, to provide GPF and other benefits under Central civil service (pension) rules 1972 to 16 employees absorbed as temporary workers in 1999.

In a petition, K. Punni­yakoti of Kalpakkam and 15 others prayed for a direction to the Central government and IGCAR to extend to them the benefit of pension under the old government pension scheme.

The petitioners contended that they were granted temporary status in 1999. On September 9, 2008, they were appointed as casual labourers in the grade of ‘helper A’.

As per the order, 50 per cent of the service rendered under temporary status would be counted for retirement benefits.

After rendering three years of continuous service after conferment of temporary status, the casual labourers would be treated on a par with group D employees for the purpose of contribution to general provident fund.

They were appointed in te­mporary category and su­b­sequently regularised bet­ween May 2005 and Novem­ber 2005.

Meanwhile, the go­vernment introduced the new pension scheme in Ap­ril 2004 and the employees who joined service after Ja­nuary 1, 2004 were to be be covered under the new scheme.

In its reply, IGCAR argued that the employees who joined service after January 1, 2004 would be governed by the new pension scheme.

Employees who joined service prior to January 1, 2004 were governed by the general provident fund/contributory provident fund as per the Central civil service (pension) rules 1972.

The judicial member of the bench, B. Venkateswara Rao directed IGCAR to apply provisions of the Central civil service (pension) rules 1972 in respect of the employees and extend benefit under GPF rules. The bench also directed IGCAR to deduct monthly subscription regularly without interruption. The order is to be complied with within two months.

Background: Aptitude Exam (Paper-1) for PA/SA vacancies 2011 & 2012 was held during April-May 2013 across India under various phases. Results ofAptitude test were declared during first week of August and for those who have qualified for Paper-II, Computer Typing/Data Entry Tests were conducted during August- September 2013. Now the whole exam process got over and every candidate is eagerly waiting for the final results so as to secure a job in Department of Posts, Government of India.  

About exam: As all are aware M/s CMC Ltd has conducted the examination and they will make available the final results to the respective Circles for later procedures. The final results is expected any time from now, though the Postal Department has so far not declared any exact date for declaration of results.

Final Procedure: Candidates numbering five times the vacancies were called for appearing Computer/Typing Test. Now the final merit list shall be prepared on the basis of the marks obtained by the candidates in the Aptitude Test subject to the condition that they have qualified the computer test. Visithttp://www.currentaffairs4examz.com. Which means, only one in 05 candidate appeared in Paper-II will only be getting placed in the final rank list. That too, the person who have obtained the highest mark in Paper-1. (Eg: InX Circle a total of 1000 candidates appeared for Paper-2, there were 234 vacancies in the Circle. Allocation of the successful candidates: A common merit list for the whole circle shall be prepared. Candidates will be allocated the Division as per their preference marked by them while filling the application form based on their position in the merit list and availability of vacancy. Such candidates who are not able to get allocation in any of the Divisions of their preference because the candidates above them in the merit list  had to be allocated the Division(s) preferred by them, such candidates might be allocated the Division where vacancies exists. (This is only for those candidates who have given an undertaking in the application form that in the vent of their not getting the post in the Division of their preference they are willing to accept the appointment in any Division). For candidates who have not indicated their preference it will be presumed that they will have equal preference for all the Divisions and may be allocated the Division where the vacancies exists.

Waiting List: waiting list shall be prepared to the extent of vacancies announced in the relevant category. Candidates in the waiting list will only be considered if another selected candidate do not respond or refuse to accept the offer of appointment. Names of candidates in the waiting list shall not be announced. This list will be kept operative for a period of six months extendable by another six months or till the next examination is held, whichever is earlier.

Personal details cannot be disclosed under RTI: Bombay High Court


Under RTI, disclosure of personal information in respect of service record, income tax returns and assets of an individual is illegal, ruled Bombay HC.
MUMBAI, Sep-8 : Under RTI, disclosure of personal information in respect of service record, income tax returns and assets of an individual is illegal unless it is necessary in larger public interest, the Bombay High Court has ruled.

Accordingly, Justice Vasanti Naik quashed an order of Nashik State Information Commissioner asking the information officer to supply information about personal assets of petitioner Subhash Khemnar to respondent Dilip Thorat. 

"On hearing the petitioner and on perusal of the Act, it appears that the Chief Information Commissioner was not justified in directing Information Officer to supply personal information in respect of service record, income tax returns and assets of the petitioner unless he was satisfied that such disclosure was justified in larger public interest," said the judge in a recent order. 

In the impugned order there is no finding with regard to the satisfaction of the Commissioner that the disclosure of the personal information in respect of the petitioner was justified in larger public interest, the judge noted. 

Under section 8(1) J of the Act, there is no obligation on the Information Officer to give personal information, the disclosure of which has no relationship with any public activity or interest, or which would cause unwarranted invasion on the privacy of the individual unless the authority is satisfied that the disclosure of such information is justified in larger public interest, the Judge further said. 

The petitioner had challenged the order passed by the Chief Information Officer on December 4 last year asking the information officer to supply personal information about him on a second appeal filed by the respondent. 

Initially, the information officer did not supply the information and rejected the application filed by the respondent. 

Thereafter he went in appeal before a higher authority but it was rejected. He then went in second appeal before the Chief Information Officer which was allowed. Being aggrieved, the petitioner moved the High Court

According to the petitioner, the respondent was allegedly involved in extortion and the petitioner's brother-in-law had filed a complaint against the respondent for extortion. Also, the court had rejected the application filed by the respondent seeking anticipatory bail.

Tokyo wins 2020 Olympic bid


Tokyo on Saturday won the right to host the 2020 Olympic Games, beating Istanbul in the second round of voting in Buenos Aires.

Istanbul, which was bidding for the fifth time, beat Madrid in a head-to-head vote after the two cities were tied in the first round, reports Xinhua.

Tokyo received the most number of votes in the first round to advance.

Some supporters of Istanbul had initially thought the Turkish city had been awarded the Olympics before International Olympic President Jacques Rogge clarified that Istanbul had merely entered the second round.

The Japanese capital will be the first Asian city to host the Olympics twice, having also hosted the 1964 Games.

Tokyo was making its second straight bid after losing the 2016 race to Rio de Janeiro.

Simple Solution for dll was loaded but the call to DllRegisterServer failed with error code 0x80004005


Try these steps to get the dll file register succeeded  with DllRegisterServer.

     1. Boot the system in safe mode.
(START – Run – MSCONFIG –System Configuration –Boot Tab check Safe boot and                            select Network under Boot options.  Apply  OK. Then restart the system)
    2. Login as Administrator.
       (Select “Switch User” option and enter your admin user name & password or           Right click on "computer" select "manage" look for the Local Users and Groups section, on the users screen right click on the administrator account and select properties, uncheck the "account disabled" option.)

    3. Register the dll files.
       (Right click at the dll file- select Open with – choose default program-Browse for file “C:\Windows\System32\regsvr32.exe” click OK.  Also Check - Always use the selected program to open this kind of file.)
This worked successfully  in Windows 7 Professional SP1 and Windows Vista Business SP1, even after turning off UAC and run Command Prompt with administrator rights also failed to register the custom dll files.
Turn off UAC in Win 7
   Start –Run – MSCONFIG –Tools Tab – select Change UAC settings- click Launch- drag the selection bar to bottom – never notify – click OK – OK .
Turn off UAC in Vista
 Start –Run – MSCONFIG –Tools Tab – select Disable UAC - click Launch- click OK.
Run Command Prompt with administrator rights
Start – Programs – Accessories-  right click on Command Prompt – select Run asAdministrator.

Activating Gmail’s Keyboard Shortcuts

To help clarify how Gmail keyboard shortcuts are used they have been grouped below by functionality, such as Navigation, Selection, Management or General.

Gmail Top Level View Navigation Shortcuts

These combinations of keystrokes speed up navigating among top level views such as Inbox, Sent Mail, All Mail, Spam, Trash, Drafts, Contacts and Tasks.  All letters in the keystroke combinations are shown in lower case but are not case sensitive. An example: “g then i” means press the “g” key then the “i” key, one right after the other.

Why a Five Year Old Computer Is Slower Than a New Computer


Computers don’t age well. Technology changes too quickly and the impact on the performance of a five year old computer is noticeable. Unlike your refrigerator, washer, dryer, microwave oven or old tube television, your computer is not designed to work effectively for 10 or 15 years.
Some people wonder why a 5 year old computer is slow and can’t be tuned up to deliver performance rivaling a newer computer. Beyond the tune up process some components can also be upgraded to improve performance. In the end though, there are a number of factors that limit computer performance and together determine why a five year old computer is slower than a new computer.

Deferred Computer Maintenance

Some of the declining performance in a five year old computer may be maintenance related. Over time “junk” (a technical term) builds up on a computer and is not easy to remove. As programs are installed and uninstalled, files are added, modified and deleted, and email data is added, modified and deleted, pieces of programs and data can be left behind. Old, unused programs and numerous Windows “temp” files can also be scattered around the computer. After five years the amount of the most difficult to remove junkcan become significant and out of the reach of PC maintenance utilities..

Reinstalling Windows

One option is to perform what is known as a “clean install” of Windows. In this process you back up all your data and hardware drivers, reformat your hard disk drive, completely re-installed Windows, install all necessary Windows updates and Service Packs, re-install all your software and then transfer your data back on to the computer. This normally requires from 3 to 5 hours and can take potentially longer if you don’t have all the drivers and software. This will wipe out any built up “junk” on the system. But you will still have the same old hardware (CPU, RAM, memory bus, graphics processor, etc).

Computer Component Upgrades

Another way of addressing the performance challenges of a five year old computer is toupgrade some of the components with newer, faster ones. This could cost $100 – $300 or more. However, many of the basic system components such as the CPU speed, RAM speed and memory bus speed cannot be modified.  While partial solutions such asincreasing RAM from 512MB to 2 GB can make a performance difference, the upgrade will have limited impact in a five year old computer. Hardware upgrades on a system this old may be a bit like rearranging the deck chairs on the Titanic. 

Computer Components That Impact Performance

There are a number of different hardware components in a computer that impact the overall perceived “speed” of the system. Here is a more detailed look at some of these components.
  1. Slower CPU – let’s start with the brains of the computer. Current mid-range CPUs such as an Intel Core2 Duo will have roughly 20 times the processing power as the Pentium 4 that was common five years ago.
  2. Too little memory (RAM) – five years ago it was not uncommon to have computers with only 256MB or 512MB of RAM installed. Today most computers are sold with at least 2GB of RAM and some have as much as 6GB or even 8GB.
  3. Slower Memory Speed – like so many other components RAM has a rated speed for how fast data can be written to and read from the RAM modules. This speed has more than doubled in the last five years.
  4. Slower memory bus – the memory bus is the communications channel that the computer CPU uses to talk to RAM (memory) and other system components. Current mid-range computers use a memory bus speed that is at least twice as fast as what was common in computers made five years ago.
  5. Slower hard disk drive – Both the speed and capacity of hard disk drives has increased since that five year old computer was built. Using higher rotational speeds, data caching and newer technologies for higher data density, current hard disk drives offer significant performance benefits over most drives that were installed in computers five years ago.
  6. Older USB v.1.0 ports – USB or Universal Serial Bus ports are used to connect most peripheral devices such as printers, scanners, external backup drives, keyboards and mice to computers. Some computers made five years ago used the older USB 1.1 standard for these ports instead of the current USB 2.0 standard. The current USB 2.0 ports transfer data over 30 times faster than the older USB 1.1 ports.
  7. Slower graphics and video processor – Computers use a separate processor for handling most graphical data including photos, web pages, and video. Older computers have graphics processors that were significantly less powerful than current technologies.
In the end there are limits to improving the performance of that slow five year old computer whether through computer maintenance or hardware upgrades. At the same time many components beyond just the CPU have significantly accelerated the performance of new computers.
