All India Postal Employees Union – Postman & MSE /Gr.D  is conducting its 25th All India Conference at Cuttack from yesterday the 29.12.2013. The photographs of first day AIC has been exhibited already in our website regarding the colourful rally and open session that was inaugurated by the veteran parliamentarian Comrade Basudev Acharya and addressed by big leaders from various organisations including central trade unions. High level officers including the Chief PMG Odisha Circle Shri. S.J.Tilak De; PMG Berhampur Shri.P.K.Bisoi addressed the open session. Important leaders who addressed the open session were Comrades M.Krishnan SG NFPE; Janardhan Pati CITU Vice President; R.N.Mallik Shramik Ekta; and Ishwar Singh Dabas General Secretary of P4 Union. At the end of the rally and before the commencement of the open session flags were hoisted by leaders and martyrs column was respected by all and folk songs were presented by the cultural troup.

SOFTWARE UPDATION AUTOMATED IN SPEEDNET 4.1.
The Center for Excellence in Postal Technology (CEPT), Mysore is making constant efforts to improve the quality of software to provide best services.  As part of this activity, CEPT will now be pushing Speednet updates from the Data centre directly to the field offices, which have implemented Speednet Version 4.1.
At present, whenever an update is released for Speednet, the System Administrator has to go round all the offices under his control and to update software manually.   Now this process is automated. The software at the local office gets updated automatically whenever CEPT releases update.  SpeedNet communication will do the miracle.
Prerequisite:
a)    SpeedNet Update 4.1 should be available in the system.
b)    In respect of computers running XP SP1 or SP2, DotNetframework 2.0 or higher to be installed.

How it happens:
a)    If the updates are limited to database upgration the same will happen silently in the background.
b)    If the updates includes application level changes
                    i).        the operator will be shown a message indicating availability of New update, at the time of login. (Fig.1 may be seen) and follow the instructions displayed. (This activity can be done by any operator)
                  ii).        Software will not allow login, unless the upgradation process is completed.

 

Action to be taken by Offices running much older versions:
Offices not implementing Speednet Version 4.1, will have to upgrade manually by downloading the SpeedOne Updater.exe file available in the CEPT FTP site (at ftp://cept.gov.in/SpeedNet/speednet4.1.1/). For upgradation requirements, please refer the ReadMe file.
Challenges:
During automatic transmission, files may get damaged due to various Network or other problems.  In such cases errors will be displayed while updating the application.  When such errors are encountered, please download the update directly fromftp://cept.gov.in/SpeedNet/speednet4.1.1/

Mee Seva’ services through post offices from New Year


13 NEW POST OFFICES TO BE OPENED IN THE STATE, INCLUDING THREE IN VIJAYAWADA REGION

India Post will start extending ‘Mee Seva’ services through 2,437 post offices in Andhra Pradesh from February 2014. The project was successfully implemented on a pilot basis in 95 post offices across the State.

Citizens can avail of the entire gamut of 177 types of services which Mee Seva centers are currently rendering, through their neighbourhood post offices from the New Year, Chief Post Master General (A.P Circle) B.V. Sudhakar announced at a press conference here on Friday.

Another significant initiative is the opening of 13 new post offices in the State including three in Vijayawada region: two in Krishna district with one at Tadigadapa and the other one in Umamaheswarapuram village in Bapulapadu mandal and at Perecherla in Guntur district.
Mr. Sudhakar said that Rs. 10,624 crore was disbursed to 1.50 crore beneficiaries of MGNREGS through their post office accounts since February 2006. Payment of wages under the Central government’s flagship scheme was being made under the Direct Benefit Transfer scheme in 14 districts in the State.
Pack post scheme

The Pack Post scheme is a facility through which customers can get their international parcels containing items as diverse as pickles and televisions, neatly packed in the post offices for charges ranging from Rs.50 to Rs.275. Professional packing of parcels has been necessitated by damages and other difficulties in delivering them. In Vijayawada region, this service is available only at Buckinghampet post office.

The Mobile Money Order Transfer and Instant Money Order services have drawn encouraging response from the customers. ‘Uttaram Vacchindi’ and ‘Meeru Meedabbu’ schemes under which customers can keep track of their transactions (both deposits and withdrawals) and business mail through mobile phones (numbers have to be registered through e-mail: appostsms@gmail.com) evoked tremendous response. These schemes are specific to Andhra Pradesh.

Why more teens are quitting Facebook



NEW DELHI: Search engine giant Google has raised concerns about consistent demands by governments and law enforcement agencies across the world to remove content that is critical of them. 


The US-based firm, which offers services like search, email, ads and mapping, said over the last four years, "one worrying trend has remained consistent: governments continue to ask us to remove political content". 



The company regularly receives requests from governments and courts around the world to hand over user data. 



In a blogpost, Google legal director Susan Infantino said, "Judges have asked us to remove information that's critical of them, police departments want us to take down videos or blogs that shine a light on their conduct, and local institutions like town councils don't want people to be able to find information about their decision-making processes." 



Between January and June this year, Google received 3,846 government requests to remove 24,737 pieces of content, an increase of 68 per cent over the second half of 2012. 



These officials often cite defamation, privacy and even copyright laws in attempts to remove political speech from Google's services. 



Google said it has received 93 requests to take down government criticism and removed content in response to less than one third of them during the first half of 2013. Four of the requests were submitted as copyright claims. 



In the past too, Google has said the number of such requests are on the rise with growing usage of its services every year. 



"While the information we present in our Transparency Report is certainly not a comprehensive view of censorship online, it does demonstrate a worrying upward trend in the number of government requests, and underscores the importance of transparency around the processes governing such requests," she said. 



Tech firms, including Facebook, Twitter and Yahoo, have been seeking to release more information on Government data requests, in the belief that this would reassure their customers. 



These companies have also expressed "serious" concerns about monitoring of content by government agencies and they have also beefed up encryption (security) of user data to protect privacy of their consumers.

The file 'NL_20131130.exe' should be copied to DBAnalyzer folder and executed after completion of day's transactions. This will update the negative list in Sanchay Post upto 30/11/2013. (Corrections received upto 27/12/2013).

In addition to Negative List, updations relating to PINCODE details are also done in the database. Hence, execution of this patch will take longer than the usual updation time. System Administrators should ensure that the server is not switched off till successful execution of the patch.

Updation Procedure:

To confirm updation, use 'DBAnalyzer >> Database Discrepancies >> NSC >> Details of negative list updation' option.

Error in Registering DLL file


It is reported that Auto Register DLL files function provided in the MM Updater tool is not properly working in some of the machines. If you have faced this error, please download the Reg file and execute it. This will solve the error in registering DLL files.

The system date format must be dd/mm/yyyy when you use RList and RODak. Else the booked RLs will not be displayed.The validation of date format could have solved this problem. Now this is fixed.The updated RList will detect the date format and convert to dd/mm/yyyy and you need not worry about the date format.

CM Kejriwal gets down to work


Delhi's new Chief Minister Arvind Kejriwal assumes office at the Delhi Secretariat on Saturday. 

Massive crowd witnesses swearing-in of AAP team

Witnessed by tens of thousands of cheering people, Aam Admi Party leader Arvind Kejriwal and his six Cabinet colleagues were administered the oath of office by Delhi Lieutenant-Governor Najeeb Jung at the historic Ramlila Maidan here on Saturday.

Immediately after being sworn in, the Delhi Chief Minister addressed the crowd and reiterated his promise of a “corruption-free and a new style of governance without exhibition of arrogance of power.”
He played down the immediate test that awaits the AAP government of proving its majority on the floor of the House on January 2, sounding confident about the challenges ahead.
“Whether we pass or fail in the test of confidence motion... we are ready to face elections, if we fail. The people will vote us with a huge majority,” he said to the massive gathering that the Delhi Police estimated was over 50,000.
Along with Mr. Kejriwal, Manish Sisodia, Girish Soni, Rakhi Birla, Satyendra Jain, Saurabh Bharadwaj and Somnath Bharti took the oath as Ministers.
Mr. Kejriwal alleged that machinations were afoot against the AAP government but he asserted that “truth will prevail”.
The 45-year-old former Income Tax officer, who broke away from Anna Hazare’s campaign for a Jan Lokpal to jump into politics and stunned the country with a debut score of 28 seats in the Delhi Assembly, took the oath sporting his signature Gandhi cap with Main aam admi hun (I am a common man) inscribed on it.
Mr. Kejriwal sternly warned officials against demanding bribes and called upon the people to help the government in trapping corrupt officials. He announced that in a couple of days the AAP government would issue a toll-free helpline number on which people could lodge complaints if they were harassed for bribes. He also made the crowd take an oath that they would not demand or offer bribes.
Describing it as a “historic moment” that would resonate across India, the Chief Minister said: “If the 1.5 crore of people of Delhi join hands then I am confident that this urge for change will spread across the country.”
Mr. Hazare and his associate Kiran Bedi, who were invited to the ceremony, did not attend. Neither did several other political leaders, including the former Chief Minister, Sheila Dikshit. BJP leader Harsh Vardhan was the lone prominent politician present.
“It is a huge responsibility. I do not claim to wield a magic wand or possess remedies for all the ills but if the 1.5 crore people of Delhi join us there is no reason why all the problems cannot be solved,” the CM said.
Talking about Mr. Hazare, Mr. Kejriwal said: “Anna used to say that politics is dirty. But I will try to convince him that we will have to enter this ‘political slush’ and clean it. Sending out an emphatic message for maintaining communal harmony, the Chief Minister sang a few lines of the famous Hindi song: Insaan ka insaan se ho bhaichara/Yahee paigaam hamar, composed by the famous poet Pradeep.
The first decisions
Hours after being sworn in, Chief Minister Arvind Kejriwal carried out a reshuffle of Delhi Administration’s top bureaucracy, making new appointments to the top posts of the power department, the Delhi Jal Board and Delhi Transport Corporation. In all, nine IAS officers were transferred. The Police Commissioner was among the officials Mr Kejriwal met on Saturday.
In keeping with its promise, the government’s first decision was not to provide red beacon lights for vehicles other than for those used in essential services such as ambulances. No security will be provided to any functionary, unless there is a threat perception.

Sub: Grant of full sets of Post Retirement Complimentary Passes (PRCP) after 20 years of railway service.


A clarification was sought by one of the railway/unit as to whether weightage  of 5 years in qualifying service in PRCP on voluntary retirement is to be continued or not.

2.  After careful examination, President Is pleas. to decide that the weightage of 05 years in qualifying service for PRCP on voluntary r.rement shall be discontinued.  Further, it has been decided that railway employee having railway service of 20 years or more shall be allowed to get full sets of PRCP.  Accordingly columns 1,2 and item (viii) under column 3 of Schedule IV (Post Retirement Complimentary Passes) of Railway Servants (Pass Rules, 1986 (revised edition-1993) shall be amended as per ACS-74 enclosed.

3.  The revised provisions will be effective from the date of issue of this letter.

4.  In all other respects, the extant provisions of the Railway Servants (Pass) Rules, 1986 (revised edition 1993) shall continue to apply.

5. This issues with the concurrence of Finance Directorate of Ministry of Railways.

Category:-1: 1) Service demand notices and other process issued for 
the collection of Government dues and shall obey the orders of the V.R.O in 
the matter of measuring the lands and grain. Inspecting crops and carrying 
messages, accounts and returns pertaining to the Government. In villages 
in which there are no Village Revenue Assistants of category (2) he shall 
discharge the duties of V.R.A., of that category. (Category-1: Vetti, 
Kawalkar, Toti, Talayari, Tandalgar and Sethsindhi). 
Category:2 A Village Revenue Assistant of category (2) shall subject to the 
general control of the V.R.O., substituted as per (G.O.Ms.No. 2176, Revenue 
dt.05.12.2011) incharge of the irrigation of the lands in the village where 
there is irrigation from tanks and channels. (Category:2: Neeradi, 
Neeraganti) 
General duties:- The V.R.A., shall besides the duties specified above, 
such other duties as may be assigned to them from time to time by the 
V.R.O., However, their services shall not be utilized for night watchman, 
Attender in offices and for personal work of V.R.O., and other Revenue 
officials. 
APPENDIX - II 
Requirement of Rule 9(2) is that the VRA should be a native of the 
Village and have adequate knowledge of the Village concerned. 
Nativity may be determined based on any one of the following 
documents in that order:- 
1.(a) “Place of Birth” as shown in the Birth Certificate, if 
available, or 
 (b) Nativity as issued by authority competent under 
G.O.Ms.No.58 Social Welfare (J) Department, dated: 12-
05-1993. 
 (c) Ration Card

3. In the G.O. 5th read above, the Panchayat Raj & Rural Development 
Department have issued revised Job chart to the Panchayat Secretaries of 
PR&RD Department as per the minutes of the meeting of the Group of Ministers 
held on 3.4.2007. 
4. The Chief Commissioner of Land Administration, Hyderabad in his Letter 
7th read above has requested the Government to issue a notification relating to 
allocation of subjects to the Village Revenue Officers as per the minutes of the 
meeting of the Group of Ministers held on 3.4.2007. 
5. Government after careful examination hereby decided to issue the revised 
Job chart of the Village Revenue Officers of Revenue Department in modification 
of the Job chart issued in G.O. 2nd read above, as follows:  
General Administrative / Revenue Duties: 
i) Maintenance of Village revenue record sand all Village revenue Accounts 
promptly and accurately. 
ii) Collection of Land Revenue, Cessee, Taxes and other sums pertaining to 
Revenue department. 
iii) Azmoish of crops (100%) inclusive of inspection of survey stones. 
iv) Issue of Certificates: The Village Revenue Officers shall issue the 
following certificates in their respective Villages duly following the 
procedure:

1) Nativity certificate and Solvency certificate 
2) Residence Certificate 
3) Pahani / Adangal extracts 
v) Provide intimation regarding fire accidents, floods cyclone and other 
accidents and calamities to the higher officials whenever and wherever 
they occur and provide assistance to the Revenue Officials in assessing 
loss sustained because of natural calamities and in providing relief. 
vi) Inform the Railway Station Master of any mishap or unusual occurrence of 
floods that might need urgent action to prevent mishap. 
vii) Preparation of pay bills of Village Servants. 
viii) Maintenance of Village Chavadies. 
ix) Protection of Government lands, Government tanks, trees and other 
Government properties and take effective steps to safeguard the interest 
of Government. 
x) Inform promptly to the higher officials in respect of treasure trove and 
unclaimed property and escheat. 
xi) Intimate the Mandal Revenue Officer/Tahsildar of any intended demolition 
of ancient buildings and any inscriptions on any such ancient monuments 
which would have archaeological, cultural heritage importance. 
xii) Preserve and safeguard Government lands and properties form 
encroachments, damage or misuse include the lands available to the 
public, such as, roads, streets and open spaces in and near their villages. 
xiii) Report encroachments damage or misuse of Government lands and 
damage to Government property promptly to the Mandal Revenue 
Officer/Tahsildar and take effective follow-up action. 
 xiv) Provide assistance to the concerned authorities while issuing the 
proceedings under the provisions of Revenue Recovery Act by obtaining 
property details. 
xv) Assist the authorities in serving of legal notices and summons. 
xvi) Cause beat of tom-tom and adopt other methods for infoming people 
about events. 
xvii) Assist in loan recoveries. 
xviii) Conduct Panchanama in recovery of un-claimed property. 
xix) Keep Government attached property in safe custody. 
xx) Assist in preparation, updation of electoral rolls and perform other election 
duties as the government may direct. 
xxi) Attend the meetings convened by Gram Panchayat in their jurisdiction and 
on request to furnish information relating to sanction of pensions, number 
of ration cards in circulation, house site pattas distributed and on other 
matters relating to Revenue Administration. 
xxii) Assist Andhra Pradesh Transaction Corporation in its operations at village 
level and inform about the theft, pilferage of electricity to the concerned 
authorities. 
xxiii) Act as “Inspector” under Minimum Wages Act, 1948 as and when notified 
by the Competent Authority. -3- 
xxiv) A Village Revenue Officer when called upon to do so, produce the account, 
registers and other records, maintained by him or which are in his custody 
for inspection of any revenue official or any other officer authorized by the 
Collector, RDO or Tahsildar. Except when called upon to produce his 
accounts and other records as mentioned above, the Village Revenue 
Officer shall keep the accounts, registers and records in his personal 
custody. 
xxv) In the event of transfer / suspension / removal / dismissal / retirement or 
proceeding on leave other than casual leave, he shall hand over all the 
accounts, registers, records and the like to the person duly appointed by 
the competent authority or authorized to take charge by the Tahsildar. 
II. Police functions: 
i) Give prompt information to the police Department regarding murders, 
suicides, unnatural deaths and other important developments which may 
threaten peace in the village. 
ii) Inform the police of strangers of suspicious appearance who have entered 
and taken refuge in the village. 
iii) Prevent the commission of any offence or public nuisance. 
iv) Take measures to bring the offenders to justice. 
v) Search for stolen property and bring to the Police Station. 
vi) Preserve in-tact the scene of offence. 
vii) Take charge of unclaimed property and send to the Policy Station. 
III. Community Welfare and Development: 
i) Assist the concerned government department in the implementation of 
important Government programmes such as Indiramma Prabha, Indira 
Kranthi Pathakam, National Rural Employment Guarantee Programme 
etc., 
ii) Furnish data on income levels of persons in the village prepared on the 
basis of government guidelines issued in that regard from time to time. 
iii) Do necessary documentation and assist in the implementation of Weaker 
Section Housing Programme. 
iv) Report on the atrocities against women and children to the authorities 
concerned and take action within 24 hours. 
v) Report cases of atrocities against Schedule Castes & Schedule Tribes to 
the authorities concerned & provide assistance to them.  
vi) Strive for eradication of un-touchability of providing access to Schedule 
Castes and Schedule Tribes in Temples, and removal of discrimination in 
all forms against the schedule caste population. 
vii) Report any outbreak of communicable disease especially Malaria, 
Japanese Encephalitis and Gastroenteritis to the nearest Primary Health 
Centre immediately. 
viii) Attend meetings of Village Tribal Development agencies and assist them 
in preparation of micro plans and in implementing them. 
ix) Assist the Education department in conducting the literacy classes.

x) Assist in reconciliation of estimates of crop coverage with Azmoish figure 
for reconciling the crop area for crop insurance scheme. 
xi) Assist the department of Agriculture in implementing its programmes and 
disseminating extension information. 
xii) Assist in maintenance of agriculture statistics. 
xiii) Assist in giving information to the concerned officials about any black 
market sales of seeds, fertilizers and pesticides. 
xiv) Assist in maintenance of house hold data of weavers both within and 
outside Co-operation fold and their economic status. 
xv) Issue Dependency Certificate for handloom weavers if any desired. 
xvi) Function as Marriage Officer for the cluster of village under the Act for the 
compulsory registration of marriages in the State (Act No. 15 of 2002) 
IV. Miscellaneous: 
i) Perform such other duties as may be assigned to him by the 
Government, Chief Commissioner of Land Administration, Collector, 
Revenue Divisional Officer, Mandal Revenue Officers / Tahasildar or 
any authorized in this behalf. 
6. The Chief Commissioner of Land Administration, Hyderabad all the District 
Collector in the State shall take necessary further action in the matter 
accordingly.
