Modi govt. may implement performance-based incentives for govt employees

New Delhi: Following its mantra of maximum governance and minimum government, Prime Minister Narendra Modi may implement performance-based incentives schemes for central government employees.



The Department of Personnel and Training (DoPT) is slated to give a detailed presentation on Performance-Related Incentive Scheme (PRIS), which was recommended by Sixth Pay Commission and accepted by the UPA government, to the prime minister soon, officials said. PRIS could not be implemented by the UPA government which had given its “in-principle” approval.



DoPT is likely to outline the salient features of the scheme aimed at improving governance in its presentation to Modi. “The detailed guidelines will be put in place after prime minister gives his go-ahead to it,” a senior DoPT official said.



As per the draft guidelines framed during UPA’s tenure, performance-related incentive will be payable taking into account the performance of the organisation and employees during the period under consideration. There are about 50 lakh central government employees.



“PRIS may prove to be a big game changer for improving governance and delivering maximum output. The prime minister may incorporate some new features,” the official said.

Revision of format for OBC Caste Certificate

Subject: Revision of format for OBC Caste Certificate

Madam/Sir,

The Government of India had issued instructions on 8th September, 1993 vide DoPT OM. No. 36012/22/93-Estt.(SCT) providing for reservation to Other Backward Classes in the services and posts under the Government of India. The format of the Caste Certificate was prescribed vide Annexure A of the O.M. No. 36012/22/93-Estt.(SCT) dated 15th November 1993. In the said format, the then Ministry of Welfare’s Resolution No. 12011/68/93-BCC(C) dated 10th September 1993 was mentioned, which contained the list of castes and communities treated as OBC’s till that time. Since then, a large number of castes and communities have been added to the Central List of OBCs through various resolutions of the Ministry of Social Jusiice and Empowerment. The details of the resolutions subsequent to the Resolution dated 10th September 1993 do not find mention in the existing format. The said format also prescribes that the certificate issuing authority should certify that the candidate does not belong to the persons/sections (Creamy Layer) mentioned in Column 3 of the Schedule to the aforesaid OM. dated 8.9.1993.

2. Representations have been received in this Department wherein candidates belonging to OBC Communities have reportedly faced difficulty in getting the benefits of reservation. This is because of the fact that in the caste certificate issued by the concerned district authorities, although the name of the caste/community is mentioned in the certificate, the specific resolution by which the said caste/community has been included in the Central Listof OBCs is not indicated.

3. Keeping in view such problems faced by the candidates, this issue was examined in consultation with the National Commission for Backward Classes and it has been decided to revise the existing format of OBC Caste Certificate. A copy of the revised format is enclosed(Anuexure). All the certificate issuing authorities are requested to invariably mention the details of the Resolution (Number and Date) by which the castec/community of the candidate has been included in the Central List of OBCs and also to ensure that he/she does not belong to the persons/sections (Creamy Layer) mentioned in Column 3 of the Schedule to the aforesaid O.M. dated 8.9.1993 as amended from time to time.

4. I am to request that the revised format of the Certificate may please be brought to the notice of authorities under the State Governments/Union Territories who are empowered to issue the Caste Certificate.

Eligibility of officers to be considered for promotion by DPC- Fixing of Crucial Date

 It has been decided by the DOPT that the crucial date of eligibility shall be 1st April of thevacancy year in case of financial year based vacancy year i.e. where the AnnualPerformance Appraisal Reports (APARs) are written financial year-wise. In case of calendar year based vacancy year, i.e. where APARs are written calendar year-wise, thecrucial date of eligibility shall remain as 1stJanuary of the vacancy year. Theseinstructions shall come into force in respect of vacancy year 2015-16 (financial year)commencing from April 1, 2015 and vacancy year 2015 (calendar year) commencing fromJanuary 1, 2015 and shall, accordingly, be applicable to all such subsequent vacancy year.

Merger of ASP cadre in to PS Gr. B cadre – Directorate Observations

Subject : Merger of ASP cadre in to PS Gr. B cadre – Proposal regarding.
Sir,
          Kindly refer to your letter No. GS/AIAIASP/Merger ASP/2013 dated 20.11.2013 and 21.04.2014 on the subject mentioned above.

2.       In this regard, this is to inform that the proposal submitted by your Association has been examined in detail with the following observations:

(i)          It was intimated in the proposal that there is a matching saving for the proposal as there would be an additional expenditure of Rs. 66,86,100/- per annum against the saving of Rs. 69,25,100/- per annum. This means a net saving of Rs. 2,39,700/- per annum. However, while this may be true in the long run, at present there would be no matching saving, as pay will have to be protected for the 679 ASPs till they get promoted to PS Gr. B Grade, while additional expenditure of Rs. 66,86,100/- would start immediately Savings will start accruing only after the 679 ASPs working on the ASP posts downgraded to IPs get promoted to PS Gr. B Grade which will take a very long time. Thus, it is not correct to say that the case has matching savings.

(ii)         The proposed down gradation of 679 ASPs (Sub Division) to IP (Sub Division) would create technical problems as ASPs cannot be posted on IPs Posts. Otherwise, they would have to be reverted which is not permissible. The proposal, thus, would only be beneficial for the senior 1311 ASPs and at the same time detrimental to the remaining 679 ASPs who may suffer reversion. Further, on upgradation of the ASPs Posts to PS Gr. B there would be two or more Gr. B officers in Gr. B Divisions. Then, there would be a problem / issue of reporting and also that who amongst them would head the Division.  This would ultimately create complicated situation and may not, thus, be administratively viable.

(Note :- the number of ASP Sub Divisions has been ascertained from the Circles and the matching savings have been re-calculated on the basis of information received from the Circles)

3.       Therefore, it is requested to furnish your comments / clarifications on the above mentioned observations for further examination of the proposal at the earliest.

ALL INDIA WORKSHOP & SEMINAR ON 7TH CPC - P3 RELATED ISSUES
A GRAND SUCCESS

An All India workshop and Seminar on 7th Central Pay Commission Memorandum P3 related issues was organised on 26th & 27th May 2014 at Shah Auditorium, Delhi, by the AIPEU Group ‘C’ (CHQ). It was a grand success and served its purpose. About 277 delegates mainly Branch/Divisional/Circle Secretaries from all Circles (except Punjab) and CWC members attended the camp. The draft Memorandum prepared by the AIPEU Group ‘C’ (CHQ) with the help and guidance of Com. K. V. Sridharan, Ex-General Secretary was supplied to all delegates. About 45 delegates actively participated in the deliberation and many more gave suggestions in writing.

The all India convention and workshop was inaugurated by Com. K. K. N. Kutty, National President, Confederation of Central Government Employees & Workers and also JCM National Council, Standing Committee Member. Com. Kutty explained in detail, the stand taken by Confederation & JCM Staff Side regarding the common demands of the Central Government Employees. Com. S. K. Vyasji, Veteran Leader of Central Government employees and Advisor of Confederation, who is also an authority on Pay Commission related matters, explained the stand of the Staff side on Pension related matters.

Com. Giriraj Singh, President, NFPE & General Secretary R-3, Com. Vrigu Bhattacharjee, Secretary General, Civil Accounts Employees Federation, Com. R. Seethalakshmi, General Secretary, P4, Com. P. Suresh, General Secretary R-4, Com. Virender Tiwari, General Secretary SBCOEA, Com. P. Panduranga Rao, General Secretary, AIPEU GDS (NFPE), Com. B. G. Tamhankar, Ex-President, NFPE & P3, Com. R. N. Parashar, Asst. Secretary General, NFPE, Com. Raghupathy, Asst. Secretary General, NFPE and CHQ office Bearers of P3 and Circle Secretaries attended the workshop and gave their valuable suggestions.

Key Note address in the Seminar on the subject – “7th CPC Memorandum-P3 related issues” was delivered by Chief Guest Shri. Alok Saxena, DDG (PMU) and Secretary to Postal Services Board, having vast experience of working in DoP&T and as Director in 6th CPC and also as Director, Implementation in Ministry of Finance. In his highly appreciated speech he narrated the principles of pay fixation and also various factors relating to Pay Commission. He made it clear that the PA cadre and its promotional cadres and allied cadres deserve a higher pay scale and endorsed the demands raised by P3 CHQ in the draft Memorandum as reasonable and justified.

Com. M. Krishnan, General Secretary, AIPEU Group ‘C’ (CHQ) & Secretary General, NFPE & Confederation presented the draft memorandum by reading each chapter, followed by discussion. He replied all the points raised in the deliberations by the delegates.

Concluding Com. K. V. Sridharan, Ex-General Secretary, in his speech enlightened the delegates on certain important points included in the draft Memorandum.

Com. R. Sivannarayana, President, CHQ presided over the Workshop and Seminar. Com. Balwinder Singh, Financial Secretary, P3 CHQ, presented the credentials and also stressed the need for prompt remittance of quota and other dues to CHQ. Com. N. Subramanian, Deputy General Secretary, P3 CHQ delivered vote of thanks.


The two days camp came to a successful conclusion at 6 PM on 27.05.2014.
