STRIKE BY POSTMEN AT CHENNAI GPO

      Against the unilateral orders of the Chennai City Regional Administration, imposing Single beat System in Chennai GPO with drastic reduction in Postmen Strength, the entire Postmen staff of Chennai GPO went on strike from 14.08.2013. After several round of negotiations held with PMG Chennai City Region by the Circle and Divisional leaders of all the Unions (JCA),the strike was withdrawn on 16.08.2013 . 

== Demand of the JCA regarding total number of single beats and also the number of Postmen to be engaged exclusively for Speed Post delivery was accepted by the administration.

Sub: Revised Establishment Norms for Operational Activities at Speed Post Sorting Hubs. Intra-Circle Hubs and Computerized Registration.

            Attention is invited to the Directorate O.M. of even no. dated 17.01.2013 vide which revised norms for operational activities at Speed Post Sorting Hubs, IC Hubs and CRCs was circulated.

2.         Reference were received as to whether the revised norms of sorting circulated vide O.M.  referred to above were to be considered as productivity norms or establishment norms . It is clarified that the establishment norms for operational activities the than that for “Sorting of Articles” would be the same   as circulated vide Directorate OM of even no dated 17.01.2013. Establishment norms for “Sorting of Articles” has been fixed as 0.079 minutes per article i.e 760 articles per hour). However, time factor for productivity pertaining to sorting of articles would continue to be o.063per article( i.e 950 articles per hour)

3.         This issues with the concurrence of integrated Finance Wing vide their Diary No. 113/FA/13/CS dated 12.08.2013.

Death of Govt Employee does not entitle family for job: Supreme Court


The Supreme Court has held that death of a government employee in harness does not entitle the family to claim compassionate employment and the person seeking appointment must possess the eligibility for the post.

A bench of justices B S Chauhan and S A Bobde also said that the competent authority should examine the financial condition of family of the deceased and job should be offered to the eligible family member only if it is satisfied that they would not be able to cope up with the crisis.

"Mere death of a government employee in harness does not entitle the family to claim compassionate employment. "The competent authority has to examine the financial condition of the family of the deceased employee and it is only if it is satisfied that without providing employment, the family will not be able to meet the crisis, that a job is to be offered to the eligible member of the family. More so, the person claiming such appointment must possess required eligibility for the post," it said.

The bench allowed an appeal filed by MGB Gramin Bank which had challenged a 2010 judgement of the Rajasthan High Court by which one Chakrawarti Singh, son of a deceased Bank employee, was directed to be appointed under a scheme of compassionate employment.

Singh's father, who was working as a Class III employee with the Bank, had died on April 19, 2006 while in harness. Singh had applied for compassionate appointment on May 12, 2006.

The bench set aside the judgements of the High Court, saying, "The reasoning given by the single judge as well as by the division bench is not sustainable in the eyes of law." It also said that "an ameliorating relief should not be taken as opening an alternative mode of recruitment to public employment".

COMPUTERIZATION IN CGHS
1691 . Shri RAJAGOPAL LAGADAPATI
Will the Minister of HEALTH AND FAMILY WELFARE  be pleased to state:-



(a) whether all the allopathy and AYUSH dispensaries/hospitals under Central Government Health Scheme (CGHS) in the country have been Computerized

(b) if so, the details thereof and if not, the reasons therefor, dispensary/hospital wise;

(c) the time by which the remaining dispensaries/hospitals are likely to be computerized;

(d) whether the beneficiaries can avail the facilities of CGHS from anywhere in the country;

(e) if so, the details thereof and if not, the reasons therefor; and

(f) the corrective steps taken/being taken by the Government in this regard?

ANSWER



THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI GHULAM NABI AZAD)

(a) to (c): All allopathic dispensaries in the country except the one in Jammu have been computerized. 26 out of 32 AYUSH dispensaries/units in Delhi NCR have been computerized. AYUSH dispensaries / units in outside cities have not been computerized. 19 P & T dispensaries in 12 cities, which have been taken over recently by CGHS w.e.f. 01.08.2013, are also not computerized. The 4 CGHS hospitals (all in Delhi) have also not been computerized. No time frame can be given at this stage.

The reasons for non- computerizations:-

# Allopathic and AYUSH dispensaries outside Delhi NCR and CGHS hospitals were not included when the current computerization process was initiated.

# 6 AYUSH dispensaries in Delhi NCR- two Ayurvedic dispensaries/units at Kidwai Nagar and Gurgaon are under shifting. Computers in two Unani dispensaries/units at Naraina and South Avenue have not become functional for want of pharmacists. Two other units, i.e., Ayurvedic dispensary/unit at R.K. Puram, Sector- 12 and Unani dispensary/unit at Shahdara require some additional infrastructure/work for computerization.

(d) to (f): After computerization, the CGHS dispensaries are web connected and beneficiaries can avail medical consultation and medicines from any CGHS Wellness Centre/Dispensary across the country.

Now, all Central ministries to accept online RTI pleas from today


Filing online RTI applications in all central ministries and departments through a common web-based platform will become a reality from Wednesday. At present, this facility is available only for 40 ministries, departments and commissions. 

Now, the government will extend this facility to all central institutions, including ministries, departments and commissions, which are covered under the Right to Information (RTI) Act, 2005. 

"The minister of state for personnel, V Narayanasamy, will formally launch this facility here on Wednesday", said an official. 

The government had launched an exclusive portal, https://rtionline.gov.in, for this purpose earlier this year, initiating this facility only for the questions asked from the ministry of personnel. This facility was subsequently extended to other ministries, including home, health, external affairs and agriculture, President Secretariat, Union Public Service Commission (UPSC) and Vice-President's Office. 

"The portal will now be open to entertain questions under the RTI Act for all the remaining ministries from August 21. The entire website is prepared in such a way that the system would provide online reply to all RTI applications," said the official. 

This portal — developed by NIC — is a facility for Indian citizens to file online RTI applications and first appeals and also to make online payment of RTI fees. 

A department of personnel and training (DoPT) note said, "The prescribed fees can be paid through Internet banking of State Bank of India and its associate banks as well as by credit or debit cards of Visa or Master, through the payment gateway of SBI linked to this site". 

The RTI Act mandates timely response (within 30 days) to citizens' requests for government information. An information-seeker has to pay a fee of Rs 10 for getting the information. 

Giving details of the guidelines for information-seeker, the department said that the text of the application that can be uploaded at the prescribed column (on the website) was limited to 500 words only. "In case, an application exceeds more than 500 words, then it can be uploaded as an attachment," it said. 

If additional fee is required, covering the cost for providing information, the CPIO will intimate the applicant about the same through the portal. The first appeals filed through the website will also reach electronically to the nodal officer of the DoPT who would transmit the appeals to the First Appellate Authority (FAA). 

"Though optional, the mobile number can be provided by the applicant/appellant in order to receive SMS alerts. On submission of an application, a unique registration number will be issued, which may be referred by the applicant for any future reference," said the department's guidelines. 

Under the existing guidelines, no RTI fee is required to be paid by any citizen who is below poverty line as per RTI Rules, 2012.
